At this late date there is little point in
examining the 1946 estimates. The Governor's
despatch contains one or two interesting points.
X of paragraph 3 and Y of paragraph 4 are encouraging
(
signs of increasing revenue. Z of paragraph 8 is
also encouraging but I fear may be a trifle
optimistic.
Treasury have not answered our letter
at No.46 but we must call the Governor's attention
to the points referred to at X of that letter.
The chief point of the despatch is, I
think, contained in the last sentence of para. 10
and in para.11, which refer to the question of
H.M.G. giving Hong Kong assistance somewhat on the
same lines as has already been given to Malta.
